Section B. Governance
In the 2024/2025 session, the Executive Committee met five times (online and on-site) to plan and review the activities organized by the Society. One of these meetings was dedicated to formulating the plan of activities in the year under review, which were 5th October 2024, 20th December 2024, 15th February 2025, 26th April 2025 and 13th June 2025, respectively.

These activities were well received by our members and other participants.
1. Membership, Membership Drive and Professional Certifications
Up to the end of July 2025, the Society has 126 individual members (with voting rights) and 14 (no voting right) Corporate Members. These 126 individual members consist of 88 Ordinary Members, 29 Senior Members and 9 Fellows.
A membership drive was conducted by Dr. Jane WONG through visiting Metropolitan University (HKMU) on 20th December 2025, Dr. Lotto LAI through signed MOM with the PolyTechnic University on 21st January 2025 and Dr Lotto LAI was invited by Prof. Gary TANG from the Hong Kong Polytechnic University to introduce HKSQ and HKQF, as well as share his industry experience to students in BSc (Hon) in Analytical Sciences for Testing and Certification under the Department of Applied Biology and Chemical Technology (ABCT), PolyU on 18th March 2025. Furthermore, Dr. Jane WONG (Chairman), Ms. Angela WONG (Vice Chairman) and Dr. Aaron TONG (former Chairman) were invited by Professor Howard CHEUNG to provide Career Talk for Data and Systems Engineering (DASE) of the University of Hong Kong students on 30th Apr 2025, we introduced our organization and TQM (our Corporate member) how to support students for preparing themselves before graduate. And Dr. Jane WONG (Chairman), Ms. Angela WONG (Vice Chairman) and Ms. Kelly LIU (Hon. Secretary) were invited by the Hong Kong Hang Seng University (HKHSU) on 16th May 2025 to attend Award Ceremony of Six Sigma Green Belt Certificate (CSSGB) issued by HKSQ to HKHSU students and introduces our organization to students as membership drive. In addition, HKSQ provided training course to Mattel on the Certified Quality Engineer (CQE) Program. Dr. Albert TSANG, Mr. YC TSIM, and Dr. Jane WONG (our Chairman) delivered the CQE training and promoted HKSQ to participants of the course held in Mattel SZ Office from 10th to 14th January 2025 and re-test was conducted on 10th April 2025.
The Society has 99 Certified Six Sigma Green Belts, 4 Certified Six Sigma Black Belts, 45 Certified Quality Engineers and 37 Certified Factory Auditor on its registers of certified quality professionals.
2. Workshops / Training Courses
Our organization has delivered a 5 days Certified Quality Engineer (CQE) Workshop to Mattel, Inc. employees on 10th to 14th January 2025 at MSC premises. We are pleased to announce the recognition of the 36 Certified CQE (HKSQ) amongst participants of the CQE Workshop and passing the examination. Special thanks to Dr. Albert TSANG and Mr. Y.C. TSIM on conducting the training, and our Chairman – Dr. Jane WONG also introduced HKSQ to participants.
3. Seminars
Events Organized by HKSQ:
- A Seminar on “Reform the Past and Innovate – “New Quality Productive Force” (革故鼎新 – 「新質生產力」) was held on 13th September 2024 by our Director Dr. Lotto LAI.
- November 2024 was Quality Month. Two seminar/webinar were organized, which were “Background and Requirements of ISO 56001 Innovation Management System” delivered by our Director – Dr. Lotto LAI on 19th November 2024, and “Subtractive Quality Assurance 減法質量–Mitsubishi Case”, by our Director Dr. Aaron TONG on 29th
November 2024, respectively.. - Our organization and The Hang Seng University of Hong Kong successfully co-organized the Webinar/Seminar named “Benefits and Use Cases of Artificial Intelligence in Quality Control and Warehouse Operations” on 19th February 2025. We are honoured to have Dr. Benny DRESCHER, Chief Technology Officer of Hong Kong Industrial Artificial Intelligence and Robotics Centre (FLAIR), to share the impactful role of AI in quality control and warehouse control.
- Our organization co-organzied a Seminar/Webinar on AI Governance using ISO/IEC 42001 with COMP PolyU and SGS (Certification Body) on 24th March 2025. This seminar/webinar introduced the framework with which the industry uses to govern AI to ensure its use is responsible, ethical, and accountable.
Events Supported by HKSQ:
The Society supported 6 quality-related events hosted by other organizations in the last fiscal year. We continued to support other local and international professional bodies in organizing seminars or symposia that align with our objectives to leverage the resources and allow members to join these activities at no cost or discounted prices.
4. Conferences
International Conferences:
- On 29th to 30th August 2024, our organization representatives, Dr. Jane WONG (Chairman), Ms. Angela WONG (Vice Chairman), Dr. Lotto LAI (former Chairman) and Ms. Minda CHIANG, have joined the launching ceremony of the 2024 National Quality Association System “Quality Month” Activity and the 9th World Summit of Chinese Quality (2024 年全国质协系统“质量月”活动启动仪式和第九届华人品质论坛), organised by China Association for Quality (CAQ) (中国质量协会) and pre-World Alliance for Chinese Quality (pre-WACQ – 全球华人品质联盟（筹）) in ChengDu. 2024 WACQ Summit Theme: “Sustainable Quality Management based on Chinese Culture”「 以中华文化为底蕴的可持续质量管理之道」, our Chairman (Dr. Jane WONG) and former Chairman (Dr. Lotto LAI) as speakers presented topic “中华文化如何融入及提升香港绿色建筑及金融的品质” and “革故鼎新 -「新质生产力」”..
- The Chinese Society for Quality (CSQ) 60th Anniversary Meeting and International Symposium of Quality Management (ISQM 2024) (品質學會第 60 屆年會暨國際品質管理研討會) was held on 9th November 2024. Our Vice Chairman – Ms. Angela WONG, Director – Dr Lotto LAI and Exco member – Ms Minda CHIANG represented HKSQ to participant the CSQ 60th Anniversary Meeting and ISQM 2024. Our Chairman – Dr Jane WONG gave a Congratulation Speech and then our Vice Chairman – Ms. Angela WONG presented the silver plaque to Mr. Lu for celebrating CSQ 60th anniversary. Our Director-Dr. Lotto LAI was the guest speaker with the theme named “Excellence Quality、Intelligent Manufacturing、Value Creation Experience Sharing” (卓越品質、智能製造、價值創造之經驗分享).
- Asian Network for Quality (ANQ) Congress 2024 was held by the Japanese Society for Quality Control (JSQC) at the Keio University, Yokohama, Japan from 16th to 20th September 2024. The congress theme was “Prosperity through Quality – Returning to Origins, Leaping into the Future”. Our former Chairman – Dr. Lotto LAI, Exco members – Minda CHIANG and Advisor – Professor Fugee TSUNG joined the congress.
- We are proud to announce that our Advisor – Professor Fugee TSUNG, has been awarded the prestigious 2025 Shewhart Medal by the American Society for Quality (ASQ). The medal was presented in Denver, Colorado, at the 2025 ASQ World Conference on Quality and Improvement on 4th May 2025.
- The International Academy for Quality (IAQ) General Meeting was held on 10th June 2025 in Oslo, Norway. Our Director – Dr. Lotto LAI joined online meeting.
Mainland China and Local Conferences:
- Our organization supported HKQAA International Sustainability Forum 2025, which took place at the Hong Kong Convention Centre on 12th May 2025 with the theme “Linking Policymakers and Business Leaders to Spark Dialogue and Collaboration”. Our Chairman – Dr. Jane WONG, Vice Chairman – Ms. Angela WONG, Director – Dr. Lotto LAI and Exco member – Mr. Keith KWOK attended this event.
- The School of Decision Sciences (SDSC) of Hong Kong Hang Seng University held its 10th Anniversary Celebration Dinner cum Decision Analytics Outstanding Award Presentation Ceremony on 6th June 2025, our Corporate member – TQM Consultants Co. Ltd. has been awarded the Outstanding Innovative Idea Award, our Chairman – Dr. Jane WONG, Vice Chairman – Ms. Angela WONG, Hon. Secretary – Ms. Kelly LIU and Exco members were invited.
5. Study Mission / Technical Visit
- Our current Chairman – Dr. Jane WONG and former Chairman – Dr. Aaron TONG has meet up with Our Hong Kong Foundation (團結香港基金) CEO – Dr. Jane LEE to discuss collaboration on promoting Hong Kong quality on 15th July 2024.
- On 20th December 2024, our Chairman – Dr. Jane WONG, Hon Secretary – Ms. Kelly LIU and Exco members – Mr. Ben TSANG and Dr. Jack WU have visited Hong Kong Metropolitan University (HKMU). Together with Ir. Dr. Fanny TANG and her team, we have discussed on the HKMU course accreditation and possible Career Development Programme. After the discussion, we have been given a tour visit to different laboratory facilities of HKMU.
- Our organization and Intertek co-organized Technical Visit and Seminar on Compliance of Health Supplements and Chinese Herbal Medicine with Good Manufacturing Practices (GMP) Standards on 22nd February 2025 at Intertek Hengqin laboratory. We are honoured to have Mr. Roger HUANG, HBP Audit GM of Intertek China, and Mr. Haicai ZHOU, GMP Auditor of Intertek China, to share the GMP compliance for health products and Chinese Herbal medicines, and GACP standards and certification verification points for medicinal plant bases respectively.
- Our organization has arranged a Technical Visit to GP Batteries International Ltd. In Hong Kong Science Park on 25th April 2025. Our Chairlady – Dr. Jane WONG presented HKSQ flag to GP.
- We are honored to have Hong Kong Precious Metals Assay Centre joined as a corporate member. Our Chairman – Dr. Jane WONG, Vice Chairman – Ms. Angela WONG and Director – Dr. Lotto LAI presented the corporate membership plaque to Mr. Brian FUNG (CEO, HKGX) and Dr. Kathy FU (Lab Manager, HKPMAC) on 22nd May 2025.
- Our organization arranged a technical visited to Hong Kong Productivity Council laboratories on 13th June 2025. Our Chairman – Dr. Jane WONG, Vice Chairman – Ms. Angela WONG, Director – Dr. Lotto LAI and several members turned to the Recycling Technology and Plastic Technology & Testing laboratories, Digital Testing and Evaluation Services at HKPC.
6. Student Project Competition
Since the economy environment changed and Covid 19 pandemic, it was difficult to find a company sponsor. HKSQ company-based student project competition has been suspended for the past years.
7. Publications
HKSQ Newsletters for October 2024, January 2025, April 2025 & July 2025 were distributed to members to update the past and forthcoming activities. Moreover, the Highlight for 2024 has distributed to members in February 2025.
8. Social Event
• Our organization organized a social event named “Walking trail on the Reservoir Islands (千島湖)” led by Dr. Jane WONG (Chairman) on 26th December 2024
• Our organization has held a Social Event – Walking Trail on the Lam Tsuen (林村) on 26th January 2025, led by Ms. Minda CHIANG. Lam Tsuen is an area in Tai Po District, Hong Kong, noted for its Lam Tsuen wishing trees. In addition to the wishing tree and the Tin Hau Temple, there is a Fong Ma Po Public Toilet which received an award from the Hong Kong Toilet Association on World Toilet Day 2021. Then, we kept on hiking up to the mountain, call the Wishing Pavilion (許願亭).
• Our organization has held a Scoial Event (Quality of Life Series) – Hong Kong Cemetery Heritage Walking Tour, on 1st March 2025. Hong Kong Cemetery is located on the western side of Happy Valley (previously known as the Protestant Cemetery or the Colonial Cemetery), which is the oldest western cemetery in Hong Kong since 1845.
• We arranged a visit to the Construction Industry Council iHub (建造業展覽中心) on 21st June 2025. Our Chairman – Dr. Jane WONG, Vice Chairman – Ms. Angela WONG and members explored the Construction Innovation and Technology Application Centre (CITAC), CIC-Zero Carbon Park, and Modular Integrated Construction (MiC) Resources Centre..

4. The Chinese Society for Quality (CSQ) 60th Anniversary Meeting and International Symposium of Quality Management (ISQM 2024) (品質學會第 60 屆年會暨國際品質管理
研討會) was held on 9th November 2024. Our Vice Chairman – Ms. Angela WONG, former Chairman – Dr Lotto LAI and Exco member – Ms. Minda CHIANG represented HKSQ to participant the CSQ 60th Anniversary Meeting and ISQM 2024. 5. The annual working meeting of World Alliance of Chinese Quality (全球華人品質聯盟) was held on 26th Mar 2025. The meeting was held online with representatives from Mainland China, Macau, Hong Kong, Taiwan and Singapore. Our Chairman – Dr Jane WONG, former Chairman – Dr Lotto LAI and Minda CHIANG represented HKSQ attending this meeting. CAQ proposed the 10th World Summit for Chinese Quality (WSCQ) to be held in September 2025 in Macau,
6. The first working meeting of World Alliance of Chinese Quality (全球華人品質聯盟) Awards Committee was held on 18th May 2025 in online mode. The meeting was held online with representatives from Mainland China, Macau, Hong Kong, Taiwan and Singapore. Our Chairman – Dr. Jane WONG, Director – Dr. Aaron TONG and Dr. Lotto LAI represented the HKSQ to attend it. Dr. Aaron TONG represents HKSQ as the WACQ Awards Committee.
Local / Mainland:
1. Our Chairman – Dr. Jane WONG, and Director – Dr. Lotto LAI, represented HKSQ to attend the meeting for the 2024 Award Scheme for Learning Experience (ASLE) (檢測及認證業學習體驗獎勵計劃甄選小組會議) for Testing, Inspection & Certification Industry (TIC-ITAC) under Hong Kong Qualification Framework (HKQF) held on 18th July 2024. Four members of TIC-ITAC and two HKQF secretary members are assigned to the award panel for candidate interviews to evaluate their continuous education under the HKQF course and its effect on their career lives.
2. The Hong Kong Council for Testing and Certification (HKCTC) has engaged the School of Design of the Hong Kong Polytechnic University (PolyU) for a rebranding project focusing on redefining the visual identity and communication strategies of the Council. The HKCTC Brand Strategy Revamp was held on 29th Oct 2024 and our Director – Dr Lotto LAI represented HKSQ joined this meeting.
3. Mr. LI Rong, Mickey (李榕) (深圳市质量协会会长、深圳市品质消费研究院院长) and Mr. LI Zhiru (李智儒) (深圳市品质消费研究院、部长) (Shenzhen Association for Quality (SZAQ) and Shenzhen Institute of Consumption Quality (SICQ)) visited the Hong Kong Polytechnic University (PolyU) on 23rd Oct 2024. Our former Chairman – Dr Aaron TONG and Dr Lotto LAI represented HKSQ to introduced PolyU especially visited the AI and Robotic (AIR) laboratory and 3D Printing laboratory.
4. Our organization and Department of Industrial and Systems Engineering (ISE), The Hong Kong Polytechnic University signed Memorandum of Understanding (MOU) of Career
Development Programme on 21st January 2025. The signing ceremony of the Career Development Program MoU was signed by Professor Xiaowen FU (Head of PolyUISE) and Dr Jane WONG (Chairlady of HKSQ), witnessed by Professor Chak-yin TANG (Associate Head of PolyUISE) and Ir Dr Aaron TONG (Former Chairman of HKSQ). Special thanks to the speakers, Mr. Don LEE (Senior Business Manager of SGS), Ir Dr Aaron TONG (Managing Director of TQM Consultants Co. Ltd.) and Dr Lotto LAI (former Chairman of HKSQ) for sharing their experiences in Seminar.
5. Our Director – Dr Lotto LAI was invited by Prof. Gary TANG from the Hong Kong Polytechnic University to introduce HKSQ and HKQF, as well as share his industry experience to students in BSc (Hon) in Analytical Sciences for Testing and Certification under the Department of Applied Biology and Chemical Technology (ABCT), PolyU on 18th March 2025.
6. Our Chairman – Dr Jane WONG, former Chairman – Dr Lotto LAI, Exco member – Ben TSANG and Dr SL MAK attended the 16th meeting of Industry Training Advisory Committee for Testing, Inspection & Certification Industry (TIC-ITAC) under Hong Kong Qualification Framework (HKQF) was held on 18th March 2025.
7. Our Director – Dr Lotto LAI attends the 10th meeting of HKCTC Panel on Manpower Development was held on 25th March 2025.
8. Our Chairman – Dr. Jane WONG, Vice Chairman – Ms. Angela WONG and Director – Dr. Aaron TONG were invited by Professor Howard CHEUNG to present a Career Talk to The University of Hong Kong Data and Systems Engineering (DASE) students on 30th April 2025, we introduced our organization and TQM (our Corporate member) how to support students for preparing themselves for their future careers before graduation.
9. We are honored to welcome Samsonite joining us as a corporate member. On 8th May 2025, our Chairman – Dr. Jane WONG and Vice Chairman – Ms. Angela WONG visited Samsonite HK to present a plaque in recognition of the status as Corporate Member.
10. Our Chairman – Dr. Jane WONG, Vice Chairman – Ms. Angela WONG and Hon. Secretary – Ms. Kelly LIU were invited by the Hong Kong Hang Seng University (HKHSU) on 16th May
2025 to attend the Award Ceremony of Six Sigma Green Belt Certificate (SSGBC) issued by HKSQ to the 20 Bachelor of Management Science and Information Management (Honours) (BMSIM) students and introduced our organization to students as membership drive.
11. On 6th June 2025, our corporate member – Mattel, Inc. hosted an Industrial Competition on MEGA Innovation Zero-Missing Part Challenge 2025. Our organization was honored to have our Chairman – Dr. Jane WONG and Director – Dr. Aaron TONG to be part of the competition judge panel and advisory team.

1. The Society served as a mentor in the SUCCESS Mentorship Program. (Represented by Dr. Aaron TONG)
2. The Society served as a member of the HKQF for the TIC Industry Training Advisory Committee. (Represented by Dr. Lotto LAI and Dr. Jane WONG)
3. The Society served as a member of the Promotion and Consultation Subcommittee meeting of the Industry Training Advisory Committee for Testing, Inspection & Certification Industry (TIC-ITAC) under HKQF. (Represented by Dr. Lotto LAI & Dr. Jane WONG)
4. The Society served as a member of the HKCTC panel on manpower development in 2025. (Represented by Dr. Lotto LAI)
