The Chairman’s Report (1999/2000 session)

The officers and members of the 1999/2000 Executive Committee for the year ending 7 July 2000 are as follows:

I am pleased to report that we have had another successful year for the 1999/2000 session. We had 10 Executive Committee meetings held in the session. Various activities, including 11 seminars / workshops and 3 technical visits were organized by the Society during the last session. These events were well received by our members and other participants from both local manufacturing and service industries. The total number of participants was more than 467.The Society, up to the end of the1999/2000 session, has 273 members, in which 66 are the new members recruited in the session. Starting from 2000, in addition to ordinary member, two new membership grades are established, namely Senior Member and Fellow.

The Society has continued to cooperate with other quality professional bodies to further promote a greater awareness of the need for quality in Hong Kong and the state-of-the-art concepts and techniques in quality management and engineering aspects. Collaboration activities included jointly organized seminars, workshops, student project competition, HKSAR Government funded projects, etc.

A. Seminars/ Workshops/Training courses

  • Seminar on “Concepts and Implementation 5Ss”, 10 July 1999, 27 participants (27 members).
  • Seminar on “Quality Assurance in School Education”, 31 July 1999, 30 participants (30 members).
  • Seminar on “ISO9000-Y2K (CD2) – Impact on construction and related industries”, 13 Sep 99, with 102 participants (40 members).
  • Seminar on “Integrated and Distributed Process for Reliability”, 24 Nov 99, with 34 participants (26 members).
  • Seminar on “HACCP (OHSAS18000)”, 25 Feb 2000, with 22 participants (22 members).
  • Seminar on “TL9000 Quality System”, 3 Mar 2000, with 30 participants (6 members).
  • Seminar on “Self-Assessment with Quality Award Framework”, 10 Mar 2000, with 41 participants (5 members).
  • Seminar on “Total Control Methodology for Improving Quality of Products and Services”, 24 May 2000, with 29 participants (12 members).
  • Seminar on “Introduction to EFQM Excellence Model”, 12 Jun 2000 with 70 participants (34 members).
  • Training workshop on “Assessment to the EFQM Excellence Model”, 15-16 Jun 2000, 20 participants (1 member).
  • Training workshop on “Computer-Aided Quality Management System”, 23 June 2000, 16 participants (8 members).

B. Technical Visits

  • 19 members visited Swire’s Coca-Cola production plant on 17 Sep 99.
  • 15 members visited HKMA K.S.Lo College on 3 Mar 2000.
  • 12 members visited Asahi Dynamic International in Dungguan, PRC on 26 May 2000.

C. Membership Drive

  • Membership drive has been done for the part-time Product Engineering and Marketing students in The Hong Kong Polytechnic University in February 2000 by Dr. Albert Tsang, our Executive Committee Member.
  • Another membership drive has been done for the Manufacturing Engineering and Industrial Engineering Graduates in City University of Hong Kong in April 2000 by Mr. Aaron Tong, the Vice Chairman.

D. Other Major Activities

  • The Chairman and Vice Chairman attended the 54th ASQ Annual Congress, Indianapolis, 8-10 May 2000, and presented a paper about the current quality management practice in Hong Kong.
  • The Executive Committee members have had meetings with several quality experts and introduced our Society to them, including Prof. Sam Ho of Baptist University, Prof. Kalish Kapur of University of Washingston, USA, Prof. Rao Tummala of East Michigan University, USA, Mr. Alan Wagstaffe, licensed EFQM trainer/assessor and former TQM Specialist of Philips Corporate, and Prof. Tang XQ of Beijing University of Aeronautics and Astronautics, PRC.
  • The Society continued to support the 1999/2000 Quality Management Student Project Competition organized by the Quality & Reliability Centre of The Hong Kong Polytechnic University. Mr. W O Lee, our Executive Committee Member, represented the Society to serve as the Elected Chairman of the judging panel.
  • The Society continued to be the proctor of the ASQ Certified Quality Manager /CRE/CQE/CQA examinations held in Hong Kong. Dr. Albert Tsang and Mr. Karson Chui, our Executive Committee members, contributed in serving as the proctors.
  • The Society continued to support a HKSAR Industrial Support Fund of HK$3.5 million for a 3-year (1998-2001) project entitled “Developing Educational Materials to encourage and facilitate Hong Kong manufacturers for quality transformation”. Dr. Albert Tsang, our Executive Committee Member, is one of the project management team members. A VCD entitled “TQM – Beyond ISO9000” and two quality booklets “Reliable Organization” by Philip Crosby and “Self Assessment by Quality Award Criteria” by T Y Lee have been published, and six more booklets will be published in near future.
  • The Society has supported two quality-related projects initiated by City University of Hong Kong and The Hong Kong Polytechnic University in the first round of 2000 HKSAR Government ITF application, but both are not yet funded. The Society will however continue to support this kind of projects.

E. Obituary

We are sad that Mr. Warner Yeh, our founding Chairman and Executive Committee member 1986-2000, had passed away in May 2000. Through his leadership in its formative years and his continual involvement over the years, the Society has established itself as a key player in developing the human capital of local organizations in pursuit of performance excellence. To appreciate his contribution to the Society, he was elected Fellow of the Society before his passing.

Finally, I wish to express my gratitude to all Executive Committee Members of 1999/2000 session for their full commitment and support as without them we would never be able to accomplish the work we have planned.
